RFC-16 is a brief note adding “Abhai [sic] Bhushan” of MIT to the distribution list on August 27, 1969.

Further reading

Abhay Bhushan is an Indian computer scientist. He was a grad student at MIT at this time. He would go on to write the FTP specification and contribute to the development of e-mail.
