A corrected ICP

RFC-165 (PDF) is titled “A Proferred Official Initial Connection Protocol”. It's authored by Jon Postel and dated May 25th, 1971.

The technical content

In RFC-164 it was promised that Postel et al would “clean up the ICP [Initial Connection Protocol] specification”, and this is their deliverable for that, about a week after the SJCC meeting.

This isn't too different from previous ICP specifications, but it notably addresses the issue brought up in RFC-161 by fully incorporating the ICP connection sequence suggested therein, and by suggesting that all sites queue incoming ICP requests.
